In July 2017, the Tla-o-qui-aht First Nations faced the dissolution of their culture, funding, and lands.
Tofino, located on the west coast of Canada in the province of British Columbia, attracted more than
600,000 visitors per year.2 Although Tofino had become an increasingly popular tourist destination, not
everyone was benefiting. The Tla-o-qui-aht First Nations were facing issues of rising conservation costs,

unreliable funding, and overall loss of cultural identity within their Tribal Parks. Past knowledge had been
lost via the continued impacts of colonialism, and sacred protocol and obligations for current visitors to the

lands were not being appropriately observed. Unsurprisingly, maintaining the lands had come at a high

,ASSIGNMENT QUESTIONS

1. Today’s businesses must cope with multiple demands simultaneously. Stakeholders expect businesses
to be both economically viable and environmentally and culturally sensitive. What was Hockin-Grant
facing to achieve these goals, and what were some ways that attending to sustainability was beneficial
to profitability in this case?
2. The case mentions “resiliency” as one of Hockin-Grant’s goals. What factors should Hockin-Grant
have focused on to build the resiliency of this destination?
3. What individuals or groups had important stakes in the case? Draw the network of relationships among
the various stakeholders, indicating relationships that contributed to resilience with a solid line and
relationships that were detrimental to resiliency with a dotted line. Use stakeholder theory or Rokeach’s
value theory to explain your answer.
4. What were the possible options of action for Hockin-Grant to generate and keep funding dollars within
the local Indigenous community of Tla-o-qui-aht? Which option would be best for the Tribal Parks?
Explain why.

was Hockin-Grant facing to achieve these goals, and what were some ways that attending to
sustainability was beneficial to profitability in this case?

The very values of the Nuu-chah-nulth Tribal Council outlined this specifically: “Our authority and
ownership have never been extinguished, given up, signed away by Treaty or any other means or superseded
by any law. We continue to seek a just and honorable settlement of the land and sea question within all of
our respective territories.”3 As sustainability is an integrated and holistic concept, the case showed that
finding the correct balance of managing incoming funding as well as maintaining control and sustainable
function of the land and culture for the Tla-o-qui-aht must be found. Ultimately, placing sustainability at
the forefront and preserving the lands (the key attraction that cannot be recreated if damaged) can be a
