TAYLOR- described it as “arrangement of fantastic complexity: the UK, a united
Ireland and separate Ulster all mixed together”
FOSTER-“Government of Ireland Act was essentially constructed to solve the Irish
question as it stood in 1914 and not in 1920”
Who was satisfied with the Government of Ireland Act?
British Government
BOYCE- as far as British Conservative opinion was concerned, the fate of Ulster was
always secondary to what were regarded as the interests of England and the British
Empire

Islands
(contemp. Quote)- LORD BALFOUR OF BURLEIGH- declared in a letter to The Times
that ‘our wish to see Ulster satisfied does not blind us to the fact this is an imperial
and not simply an Irish question.’
LAFFAN- Lloyd George’s cabinet believed they should ‘at least facilitate it (the
principle of Irish unity) even if they could not achieve it’.
Ulster Unionists- Satisfied
LAFFAN- the Ulster Unionist had never sought a separate parliament, and had always
wanted Ulster to remain an integral part of the United Kingdom with her status
quite unchanged- ultimately, Ulstermen wanted nothing more than to be treated
like Englishmen and Scotsmen.

fought for, everything that we armed ourselves for.’
(contemp. Quote)- CARSON- you cannot knock parliament up and down as you do a
ball, and once you have planted them you cannot get rid of them.’
FANNING- views the new government as ‘ulster centric,’ which was, in his opinion,
‘not so much a sincere attempt to settle the Irish question, but a sincere attempt to
settle the Ulster question.’
CURTIS- “From that moment the position of Ulster became unassailable…never
again could any GB Party contemplate putting pressure upon them to part with the
constitution they had only reluctantly accepted”
Ulster Unionists-Not Satisfied
DG BOYCE- ‘The Government of Ireland Act was ‘a major concession to Unionist
Ulster’
LAFFAN- “The ironic result was that the only part of Ireland which had not sought
Home Rule was the only part to obtain it”
